N application by the Wessex Construction and Plant Hire Co. Ltd., Havant, for 12 vehicles on B licence was granted by the South Eastern deputy Licensing Authority, Mr. A. C. Shepherd, at Southampton last week. Four of the 15 original objectors, including British Railways and Hill and Sons (Batley and Denmead) Ltd., withdrew following agreement concerning use of a low loader.

Mr. Austin Spraggs, managing director of the applicant company, said that he was also managing director of Austin Spraggs Ltd., builders. One company was not a subsidiary of the other and as things stood at present work done by Wessex Construction could not be charged to Austin Spraggs Ltd.; the application was being made to regularize the position.

In evidence, the plant-hire manager of Wessex Construction said there were special problems involved with this type of work in that it was often necessary to move plant and excavated materials at very short notice. The haulier they normally used gave the best service he could, but there was .often a delay of some hours before a vehicle arrived on site.

For the 11 hauliers who pressed their objection it was contended that there was some spare capacity in the area and that all reasonable requests could be met. They were particularly concerned that plant-hire contractors should seek to enter the haulage field.

Granting the application, the deputy L.A. imposed the condition that the vehicles should be restricted to moving materials in connection with building and public works contracts held by the applicant and Austin Spraggs Ltd. within 25 miles, excluding the Isle of Wight.
