Which of the following most accurately describes the problem?

BECAUSE of the Minister of Transport's proposals to limit the number of standing passengers in crushload single-deck buses to half the seating capacity, Southampton Transport Department has ordered the suspension of work on the remaining six such 'bodies which Park Royal Vehicles, Ltd., are building for them on Guy Arab c.hassis.

If the regulation was brought into force the total capacity of these 26-seat buses would be reduced to 39, or less than their capacity when fitted with the maximum number of seats.

These Guy-Park Royal vehicles were described in The Commercial Motor on June 20, 1952.
