Which of the following most accurately describes the problem?

STRONG pressure is to be applied by Scottish local authorities for work to start on the construction of a Forth road bridge. They are being supported by the Road Haulage Association and the Traders' Road Transport 'Association, who will display at the Scottish Motor Show large photographs of, queues of vehicles waiting for ferry boats.

Sir James Miller, Lord Provost of Edinburgh, „said last week that if the country could afford £26m. for London airport and £42m. for the railways, £1.75m. could be spared for the first four years' work on the Forth road bridge. Present traffic delays and detours cost £1m. a year.

, Mentioning that the original plan was to build a bridge on the basis of the Government paying 75 per cent, of the cost and local authorities 25 per cent., Sir James stated: "This feeling of partnership no longer exists. Future negotiations must be on the basis of public propaganda. This is a most unsound principle; but the Minister introduced it and will have to take full responsibility for the consequences.
