Which of the following most accurately describes the problem?

The Port of Felixstowe introduced the VHS in 2007 to address the problem caused by peaks and troughs in demand.

VBS places a limit on the number of haulers allowed onto the port in any one-hour period, giving the port operators a clear idea of traffic flow and therefore the resources they require.

Slots can be booked via the online system

and the number of places a haulier is allowed is based on the size of their operations at the port. The port gives drivers 30 minutes tolerance either way to meet their slots at peak times.

There is no charge for booking a slot, but hauliers will pay a E21 penalty if they do not use their slot or if it is not taken up when they return it to the exchange system for other hauliers to use.
