Which of the following most accurately describes the problem?

WOLVERHAMPTON haulier David Kay has added his name to the lengthening list of those who have had trucks stolen in an epidemic of thefts in the West Midlands. Kay, who runs K Transport Services, lost a six-wheel rigid, together with its £26,000 load of copper wire, as it was about to be delivered to the plumbers merchant BSS at Sandwell Business

Park, Smethwick.

Kay says: "The driver jumped out to get someone to help him reverse and next thing he knew the vehicle was being driven away."

The truck itself has since been recovered but the load is still missing.

Like previous victims Kay finds himself uninsured because the driver had left his keys in the ignition and he is even more frustrated because he believes that the police are doing little to help: "I've logged 23 calls with the police and got nothing from them at all. "The only thing they've come back to me with was the suggestion that they

might prosecute me because there was a problem over the vehicle having been converted from being an artic. I managed to persuade them to drop that by explaining that it was the bodybuilder, but as far as helping catch the thief is concerned they have just done nothing. It's not like The Sweeney at all." Kay reports that an off-duty policeman saw the man who took

the vehicle five minutes after it was taken — and recognised him.

"They know who it is," he says, "but as far as I can see they haven't done anything to try and catch him."

A police spokeswoman denies that the force is doing nothing and says that the theft is being investigated as part of a continuing operation by the robbery team at Smethwick Cm.
