Which of the following most accurately describes the problem?

EXEL HAS teamed up with Bristol City Council to pilot a freight consolidation centre aimed at halving the number of trucks entering the city centre. Under the scheme trucks which normally deliver to the Broadmead shopping centre will stop at a distribution centre in Emersons Green. From here Exel will handle all deliveries to the shops involved in the pilot, enabling one vehicle to deliver supplies to several retailers in one trip. The council believes retailers will benefit from more

regular delivery times and effective stock control.

Peter Davis, Bristol City Council's team manager, says: "This type of scheme has already proved successful in other European locations and with help from VIVALDI, a European Commission-supported project, we are pleased to be able to try it out here."

Exel's general manager, Chris Hudson, says the pilot will allow firms to demonstrate significant reductions in urban freight movements and vehicle emissions.
