Which of the following most accurately describes the problem?

Eric Tindall, director-general of the RTITB, John Silbermann, national vice-chairman of the RHA and Edgar Williams of Queensferry, North Wales, have at least one common interest: they are enthusiasts for training. You are likely to find any one of them somewhere in Britain on more than one night a week in the winter talking training.

All right, you might expect the DG of the Training Board to enthuse over the subject, but do you enthuse over your job day and night? And what about John and Edgar with their own businesses to run and a multiplicity of other RHA duties.

Last week all three were with Hungarocamion, the State-owned Hungarian transport company, picking up a few tips. Hungarocamion has a great reputation for training and education. Now, before 'somebody dashes off a letter, accusing them of wasting levy money, consider the cost of their time in pursuit of knowledge which will one day hopefully be turned to the advantage of those who pay levy.
