Which of the following most accurately describes the problem?

TRANSPORT SECRETARY Ruth Kelly has announced that hard shoulder running could be extended to ease motorway congestion following the successful pilot on the M42 near Birmingham.

The Liberal Democrat's Shadow Transport Secretary Norman Baker has called it a "complete dog's dinner of a policy". He says: "A national road pricing scheme to replace other road taxes is undoubtedly the way forward, but this latest fudge from ministers will please nobody."

Large sections of the MI., M6 and M62 have been highlighted as some of the main areas for potential hard shoulder running.
