• The Road Traffic Reduction Bill, which had its first reading in the House of Lords this week, could become law by the end of the year. It will require local authorities to set traffic congestion targets for their areas. The Lords are due to read the bill again on 14 March. A DOT spokeswoman says: "It could become law this year unless another bill torpedoes it."
However, the British Road Federation warns that the bill's lack of detail could spark future problems with local authorities.
BRF director-general Richard Diment says: "Our fear is that the DOT, by adopting this sort of legislation, will get even more power in the future to be less than generous in the extent of its support towards local authorities."
