Which of the following most accurately describes the problem?

• Campaigning residents have failed to stop the transport arm of an animal byproducts processing firm from increasing the authorisation on its licence from 17 vehicles and 25 trailers to 27 vehicles and 42 trailers.

West Midland Deputy Traffic Commissioner Alan Cattell was told that the additional vehicles and trailers were required by Dashstone, the transport arm of Gilbert Animal Byproducts, because of the BSE For the company, Michael Carless said the only issue was whether the additional vehicles and trailers could be parked at its processing plant at Felthouse ,ane, Cheddleton, Staffs.

Whatever the decision, the vehicles would still have to travel up and down Fel thouse Lane. If they were parked at the plant it would he better for the residents as there would be fewer journeys and they would be controlled by the existing timing condition.

Betty Metcalf, for the residents, doubted there was enough room for all the vehicles and trailers to be parked at the plant and she feared the overspill would be parked in a yard on Cheadle Road next to her property. She also warned that traffic movement would increase considerably when the BSE cull of 20,000 beasts began next month.

Managing director Michael Cooper said that there had been no parking problems since December when they were granted interim authority to operate 24 vehicles. Vehicles and trailers were were parked at abattoirs up and down the country, he added. and only about of the company's trailers were at the plant at one time.

Granting the increase, Cattell said that though it was a sizeable one, he had concluded there would be little or no increased effect on the environment
