Which of the following most accurately describes the problem?

SCOTTISH SECRETARY George Younger has safeguarded three strategic trunk routes around Edinburgh, but Lothian Region's lack of faith in road development has been underlined in his general acceptance of its structure plan.

He has safeguarded the routes of the Western Approach Road, from the M8/M9 extension into Edinburgh, the Roseburn-Ferry Road link to improve access to Leith from the west, and the Niddrie-Bingham Relief Road, but has made no guarantee about whether these will ever be built.. They have been kept in the plan in case future conditions demand them.

Otherwise, he has accepted the region's proposals which mean that the only new strategic roads to be included are the Musselburgh by-pass and the East Approach Road to Leith.

Mr Younger has accepted Lothian's decision that the Davidson's Mains by-pass, the Granton Spur, the Northern Spur, and the St Leonards Spur roads should be dropped completely from its plan for roads within the Edinburgh Outer by-pass route.
