RISING UNEMPLOYMENT, falling population and increased car usage are all blamed by Greater Manchester Transport for a likely deficit of E70 million during the financial year ending in 1983.

To overcome this, the Greater Manchester Council passenger transport committee has agreed that PTE bus fares should rise by an average of 15 per cent. Committee chairman Ken Hickman said: "Following the recent House of Lords decision relating to London Transport, the county council sought eminent legal advice. Following that advice the committee has reluctantly concluded that it will have to raise fares by 15 per cent."

"That decision was taken on advice that we are legally responsible to strike a balance between our obligations to ratepayers and farepayers and still provide an efficient system of public transport in the area. We feel in taking this decision we have met all the requirements under law to make the decision in the light of business needs and the finances of the PTE."
