Which of the following most accurately describes the problem?

• Revised area boundaries have been introduced by NCL, affecting mainly depots in the East Midlands. Under the changes, nine depots have transferred from the Midland to the Eastern area; these are at Nottingham, Mansfield, Derby, Leicester, Kettering, Northampton, Bedford, Bletchley and Luton. In addition, Carlisle now comes under the Scottish area.

The Eastern area's headquarters is at Royal London House, 22-25 Finsbury Square, London EC2 (tel. 01-628 3541). Its manager is Mr Peter Roberts. The Scottish area centres on 38 Queen Street, Glasgow Cl (tel. 041-332 9855) under Mr David Russell.
