Which of the following most accurately describes the problem?

• "No industry has been more plagued than road haulage with forms to be filled in and records to be kept. The Ministry of Transport has made confusion worse confounded by insisting on keeping March I as the 4late when the new system of drivers' hours and of drivers' records is supposed to come into effect. I cannot for the life of me understand why, when the Ministry cealized how little time was available for operators to find out what was required, they did not postpone the opening date for one, two or even three months."

It was at the annual dinner of the RHA's Brighton sub-area last Friday that Mr Eric W. A/oiler. Cattermoles (Transport) Ltd, chairman of the Metropolitan and South Eastern area, spoke these words, adding: "My advice to members is still to take their time and not to rush too hastily into an arrangement that may turn out to be second best. The last thing they should do is to panic because they have not received the record books which they have ordered.

"The number of books which the RHA has been asked to supply has now almost reached the one million mark. The target was one that we could not hope to reach in so short a time, although we have considerably expanded our initial arrangements for printing the books."

Members, he continued, should take the sensible course. If they had already placed an order with the Association it would be met before long. If they had not so far placed an order they would be well advised to do so as soon as possible. In the interim period they should carry on as before; in fact they had no alternative. "But, of course", said Mr Voller, "the new regulations on drivers' hours must be observed."
