Which of the following most accurately describes the problem?

UlEMBERSHIP of the Institute of 1V1 Road Transport Engineers was now 2,588, said Mr. J. A. Fletcher, the institute's new secretary, speaking at the annual general meeting of the Manchester and District Centre on Monday. This was despite exceptional losses last year—when 26 members died and the new subscription rates discouraged some members.

This was an immensely exciting and important period of development for the Institute, he went on, with a rapidly increasing world-wide membership, the formulation of an examination syllabus for the younger entrants and many other possibilities.

As a result of the success of the Continental visit last year, a more ambitious visit to Daimler-Benz, Stuttgart, and the 1965 International Motor Exhibition, Frankfurt, had been planned, said Mr. Fletcher. This was a logical step after the outstanding lectures given by Herr Hundt, technical director, Daimler-Benz, A.G. Stuttgart, to Institute centres in January of this year, he added.
