Which of the following most accurately describes the problem?

A GENERAL police check on overall 1—k journey limes of vehicles subject to vehicle speed limits was turned down as impracticable in the Commons last week. This Government view was contested by Mr. Charles Mapp (Labour, Oldham East), who said that overall checks of journey times involving co-operative action by the police were factual. Mr. C. /VI. Woodhouse, Under Secretary at the Home Office, said that the police had been consulted on the idea raised by Mr. Mapp, but, he said, there were practical difficulties, such as the fact that speed limits.varied at different points on different roads.
