Which of the following most accurately describes the problem?

T"provision of facilities for goods vehicles to wait their turn for loading at wharves in Lower and Upper Thames Streets, London, was discussed L between representatives of the R.H.A. and T.R.T.A. and Sir Alex Samuels, honorary trafficadvisor to the Minister of Transport, at the Ministry on Wednesday. The streets fall within the area of the City of London No. 4 Parking Meter Scheme arid this is the first time that a " wharf street " in London has come _within such a scheme.

It is understood that no proposals have yet been made by the Ministry that goods vehicles should have to pay for any waiting facility, but both operator associations have urged very strongly that such facilities should be provided, and without charge.
