Which of the following most accurately describes the problem?

THE idea of an observer corps, which

had proved so successful in London, was spreading to other cities and towns, said Mr. E. Wheeler. chairman of the Metropolitan and South Eastern area of the Road Haulage Association, speaking at the annual dinner of the Maidstone sub-area last Saturday.

The observer corps was not a branch of the police force, continued Mr. Wheeler, and did not indulge in heroics. When called out to look for a vehicle, the corps members did just that and once the vehicle was located the rest was left to the police.

Neither was the corps a private army, added Mr. Wheeler. Members were prepared to go into action to find any vehicle, no matter who owned it, and some of the member operators in the Maidstone sub-area whose vehicles ran into London might find themselves owing thanks to the corps.

Rent-a-Van Expansion: The Hertz organization is planning a nation-wide network for its rent-a-van business by the end of the year. The company hopes to open rent-a-van offices in almost every major city in the country. Nine such offices are in operation at present, and a new one is to be opened in Birmingham next month. The service was intiodueed by Hertz in the U.K. a year ago.
