• West Midland Licensing Authority John Mervyn Pugh wants the Vehicle Inspectorate to explain why two test stations could not inspect the vehicles of Worcester-based haulier Richard Francis when he was considering the suspension of Francis' licence.

Francis holds a licence for three vehicles and two trailers and Mervyn Pugh had adjourned disciplinary proceedings in April so that the two vehicles and one trailer could have MoT tests.

Francis told the LA that he had been unable to get a test date until June, despite telling the VI that it was in connection with a public inquiry. He was told there was a six-week backlog despite trying Kidderminster and Hereford test stations.

Mervyn Pugh said he needed to be satisfied that the vehicles were safe, and it was worrying as there had been another prohibition notice imposed on one of Francis' vehicles since the previous hearing.
