Which of the following most accurately describes the problem?

• Herefordbased international haulier William Davies, trading as WD Davies Transport, has been given a year to sort out his vehicle maintenance.

West Midland Licensing Authority John Mervyn Pugh was considering disciplinary action against Davies' three-vehicle licence following a number of prohibitions and a fatal accident. He had adjourned the proceedings in January for further investigations, suspending the two vehicles in possession until they had been through an MoT test.

Davies said both vehicles had been tested and since the accident last June he had changed the contractors who inspected them. He had previously hauled timber and that had been rough on the vehicles. He had now changed to Continental work which was not as rough, and inspection intervals had been reduced from six to four weeks.

Mervyn Pugh required Davies to inspect his N-reg vehicle before every Continental trip because old vehicles needed to be looked at more frequently.

Cutting the duration of the licence to expire at the end of next May, with the "strongest possible" warning, Mervyn Pugh said Davies appeared to believe that having contracted out his maintenance, that was the end of his responsibility. If there was a further defect notice which constituted a danger to the public, he would seriously consider revoking the licence and disqualifying Davies for a long time.
