Which of the following most accurately describes the problem?

AN eight-acre site at Beckton, in East London's dockland, has been chosen for the capital's first strategic lorry park. The Greater London Council is working on plans for the park, which would incorporate a 150bed drivers' hostel, but it is expected to be several years before it starts operation. First hurdle is finding a company prepared to operate such a park.

The site chosen is just off A13 London-Tilbury road, close to the North Circular Road. The GLC is treating the idea as experimental, but says that if it is successful others will follow. Another site near MI is under consideration.
