Which of the following most accurately describes the problem?

'frighten' FTA FRIGHTENING is the word the Freight Transport Association uses to describe Michael Foot's plans for re-organising the dock work scheme. In a leader in the June issue of Freight, the Association says that the Secretary of State for Employment would be given unrestricted power to decide that only registered dock labour be employed in storing, warehousing, moving, sorting, weighing, identifying, checking and recording goods anywhere in the country.

It finds this frightening because of the lack of any attempt to justify such a move, because of the effects of such a move particularly on labour relations, and because of its divisive and disruptive effects on different groups of workers.
