Which of the following most accurately describes the problem?

A Turkish-owned company which paid a man who had lost his repute 22,000 to be its CPC holder has had its licence cut from 10 vehicles and 10 trailers to five vehicles and 10 trailers.

North Western Traffic Commissioner Beverley Bell had previously adjourned consideration of action against Manchester-based Madrive pending financial evidence and consideration of its repute (CM15-21June).

Director Gokhan Ozvaciksoz had told the TC that the company had been set up in August 1998 to carry textiles and car parts.

Some of that work was lost due to the strength of the pound, and he moved to London in November 1999.

The operating centre had rarely been used, he added, because the vehicles were either in Turkey or in the London area, where they were kept at the Rainham base of Anatolia Shipping & Transport.

He had been unable to find the company's current transport manager, Michael Turta, and had only recently learned that Turta had lost his repute. Ozvaciksoz told the TO that he had paid Turta £2,000 to be the CPC holder so the company could get a licence.

When the hearing resumed the TC heard that an application was being made to nominate the company's operations manager, who held a CPC, as transport manager.

Undertakings were given about the company's maintenance arrangements and the TO was satisfied by the additional financial evidence. She made no finding over Madrive's repute.
