Which of the following most accurately describes the problem?

• The financial accounts of new entrants to the haulage industry can be freely scrutinised by others following a ruling by the Transport Tribunal.

At a hearing last week the Tribunal said that statutory objectors, including the police, local authorities, unions, and trade associations, should be free to request any information linked to a licence application.

Tribunal chairman Judge Wilson is expected to give a written judgement next month which will give the Licensing Authorities further direction on the release of information.

The Tribunal ruling followed a Road Haulage Association appeal against a decision by the North-East LA Keith Waterworth. The LA had refused to allow the RBA access to financial records relating to an application for a new licence by Thirsk-based Ham bleton Transport.

RHA director-general Bryan Colley says: "We were trying to establish a fundamental principle affecting the rights of statutory objectors. That we succeeded reflects the RHA's commitment to both fairness and high standards in those seeking entry to the profession."

Hambleton won its licence, and is unaffected by the Tribunal's ruling.
