Which of the following most accurately describes the problem?

THE Minister of Transport, in a viiritten decision published last week,' has allowed appeals by Southend Corpoiation and the Eastern National Omnibu4 Co., Ltd., against cuts in fares increases imposed • by the Eastern Traffic Commissioners.

At an appeal inquiry last Janual, Mr. M. A. King-Hamilton, Q.C„ for E stern National, said the Commissioners had added a 30. fare for which there was no good reason. This had prevented the elimination of the " halfpenny " fares and it meant a loss of £8.000 in the 136 revenue of the company. Another complaint was that his company had had an application granted in full by the Metropolitan Commissioner, and it meant that, within a short distance, there would be two changes of fare rates.

In his decision, the Minister said that the £4,000 loss in revenue • which would be suffered by Southend Corporation was "far from marginal." The reasons advanced by the Commissioners for introducing the 31d. fare were insufficient to overcome the financial and other objections to it.
