two A-licensed vehicles, and failing to comply with numerous requests from Ministry officials to apply to have additional facilities added to his licence, an Oldbury haulier, P. H. Graham— described by his counsel as an "elusive Pimpernel "—had both vehicles suspended for a month by the West Midland Licensing Authority, Mr. J. Else, last week. Called before the Authority at Birmingham to show cause why his licence should not be revoked or suspended, because of a change in user and base, Graham said he was shortly to be married and hoped, soon, to have a permanent address in Burntwood, near Lichfield. He had recently had trouble with lodgings and had moved from one address to another. After indicating that he would deal with the change of base when a pending application by Graham came before the court, Mr. Else said it was clear that the user on one of the vehicles, which was restricted to "castings and tubes, North East, Scotland, South Wales and -South Coast" had changed, and that the other vehicle, which at the time of takeover was working for another haulier. was now carrying tubes, glue and bottle closures for three specific customers. Suspending each vehicle from the licence for a month—the suspensions to run consecutively so that the applicant could keep the business going with one vehicle—Mr. Else said he was satisfied that there had been breaches of the declared intention of normal user. "Bearing in mind the advice tendered by my officers and Graham's attitude of not caring, I feel that it would he wrong not to exercise my powers of revocation and suspension in connection with these vehicles," he added.
