Which of the following most accurately describes the problem?

2 ast year's final tally showed there were well over 61 million vehicles of all types in Japan and after a midday drive from the downtown Tokyo to Narita airport you would swear blind that they were all there in front of you. Even the nippiest little motor cars won't help you find the quickest way out of what must be the most modern city in the world.

So how on earth does one manage ?

One answer is to find out where the arterial blockages are and to take a different route.

In Tokyo the planners have installed huge signs above major routes which show at a glance where the congestion is concentrated. Fortunately the Japs drive on the proper side of the road but the trouble comes when you leave the expressways to find alternative roads.

They use such funny writing you know....
