Which of the following most accurately describes the problem?

A NEW Part-year Licensing Order came into force on January 1. A licence may be taken out : (1) For any period commencing before October 1 and expiring on December 31, the duty being calculated at one-twelfth of the full annual rate for each month or part of a month in the period, plus an amount calculated at 5 per cent, upon this ; (2) for any quarterly period at 27.5 per cent, of the full rate ; (3) for any less period than a quarterly one expiring on the last day of the quarterly period, if for longer than two months, at the full quarterly rate; commencing on or after the first day of the second month, at two-thirds of the full quarterly rate ; after the first day of the third month, at one-third of the full quarterly rate ; (4) for vehicles weighing, unladen, over 11 tons and to which Section 26 of the Finance Act of 1933 applies, for any period of seven consecutive days the duty will be one fifty-second of the annual rate plus 10 pea cent. of the amount so ascertained.
