Which of the following most accurately describes the problem?

THE ROAD HAULAGE Association (RHA) has produced two new documents to assist hauliers who wish to increase their understanding of issues regarding load securing, from the point of view of the driver and the operator. For details on the documents — Load and Securing Risk Assessment Guidance, and Risk Assessment Load Securing General Haulage — contact RHA head of technical services Ray Engley on r.engley@rha.uk.net THE DVLA HAS been tasked with abolishing the driving licence counterpart by 2015. To understand the impact that the abolition will have on the industry, the DVLA is carrying out a survey and wants to know: • how hauliers use the counterpart; • how they would use a digital enquiry service; • any statistics hauliers have concerning the number of counterpart checks they undertake within their firms. Details of the survey can be found at snapsurveys.com

THE RHA HAS expressed its opposition to proposals to allow agricultural tractors and trailers to run faster and at heavier weights. The suggestions have come as a result of lobbying from the farming industry.

The RHA says there is a need for stronger enforcement of existing regulations, and that improved enforcement and tighter regulatory standards similar to those for HGVs are essential if the rules are to be significantly changed.
