Which of the following most accurately describes the problem?

• Mr. E. B. R. Smith (Reece Brothers Transport Ltd., Ipswich), RHA, Eastern area chairman and winner of the first essay competition held by the RHA in 1969, will he one of the five members of the panel of judges for the 1970 competition. Sir Reginald Wilson, NFC chairman, and Mr. Philip E. Heilman, former chairman, Transport Development Group, have again accepted invitations to serve on the panel. The remaining members are Mr. A. R. Butt (Morris Transport Ltd., Sutton Coldfield), a former RHA national chairman and the present chairman of the Labour Relations Committee: and Mr. Frank Lyon, RHA public relations officer. The subject of the competition is "efficiency through good staff relations," and the maximum length is 5,000 words. As in 1969 the winner of the first prize of 50 guineas and a gold medal will present his essay as a subject for discussion at the annual conference of the RHA which in 1970 will be held in Torquay from October 19 to 21, There will be a second prize of 30 guineas and a third of 15 guineas.
