Which of the following most accurately describes the problem?

• Transport was touched on only briefly in the Conservative Party's review of policy for the next General Election, in Surrey last weekend, but the Party is now firmly committed to three "liberalizing" measures in this field.

Spokesman Mr. Peter Walker, MP, told CM this week that the Conservatives plan to (a) abolish all provisions for "quantity licensing'—the special authorizations Section 71 of the Transport Act 1968; (b) repeal the powers given in the Act to state-owned bodies to manufacture and sell goods and provide services for outside persons and bodies—this is the contentious Section 48 which gives the state companies the right to make and sell almost anything, and to run car parks, petrol stations and so on; and (c) "remove the powers to extend nationalization which are embodied in the Act".

The latter is taken to mean the powers of acquisition which are conferred upon, for example, the National Freight Corporation.
