Which of the following most accurately describes the problem?

THE East Midland Deputy Licensing Authority reserved his decision, last week, upon an application by Purley and Co., inland waterway carrier of Hull and Gainsborough, for a B licence to run three vehicles within a 25-mile radius of Gainsborough.

The concern claims to be one of the oldest carriers in the country, having been founded in 1770. It formerly used horses and carts for the delivery of goods from the waterside, but for many years had employed hauliers. Mr. R. Cocking, a director, said that the application represented a logical extension of the business. There would be no competition with existing hauliers, who would still transport most of the concern's goods.
