Which of the following most accurately describes the problem?

D1FFICULTY in obtaining licences for additional goods vehicles is mentioned in the 1952 report of Blackburn Sub-area of the National Road Transport Federation. Because tradeand industry have slackened, the Licensing Authorities are aware that the total number of vehicles licensed is not being fully employed and are unwilling to grant extra tonnage to one haulier if another can meet the demand.

The increase in ancillary transport throughout the country has not applied to the sub-area, and the number of applications for additional vehicles on C licences has not exceeded the normal. The use of the C-hiring margin is growing because "many traders are finding this more beneficial than employing nationalized transport for long-distance work or obtaining their own fleets."
