Which of the following most accurately describes the problem?

• National Express is hitting back at a tv programme last week in which it was criticised for operating out of a poorly equipped site in Liverpool.

It says it was given very short notice to move out of its previous site in Liverpool, which was sold by its owner, the North Western Road Car Company for redevelopment. And it says the Brownlow Hill station which it moved into at the end of last year was only meant to be a temporary location.

"The Brownlow Hill site is not up to the standard we would normally like, but our hands are tied until we find a more permanent and acceptable site," says National Express, which is evaluating three possible sites.

Channel Four consumer programme Check Out, which was reporting on Egon Ronay's new transport guide, slammed National Express for not providing toilets, catering or sufficient covered waiting areas for its passengers.

Andrew Eliel, the editor of the Egon Ronay's guide, says the Liverp000l site needs "radical and very necessary improvements". He suggests National Express should impose a 10p surcharge on passengers, which the programme estimated would bring in an extra £5m per year for these developments.

National Express says this is "an interesting idea", but it does not plan to introduce a surcharge. "We try to keep fares as low as possible, and we don't increase fares unless we really have to," it says.
