It is understood that there is a likelihood Of SIR HENRY PIGGOTT, Metropolitan Licensing Authority, who is due to retire at the end of the year, remaining for a period as Deputy Authority. As reported in "The Commercial Motor "-• on October 25, the new Licensing Authority will be Brigadier R. J. 0. Dowse, C.B.E., M.I.Mach.E. There has never before been a Deputy Authority in the Metropolitan Area.

MR. L. H. MAIDMAN, secretary of Specialloid, Ltd., has been appointed to the board of that company. He is also a director of Specialloid (Canada), Ltd. Another director, who is also general manager, MR C. F. RUSSELL, has recently returned from Canada after finalizing arrangements concerning the branch in the Dominion. He reports that the prospects are excellent.

MR. R. H. TOLERTON, D.S.O., M.C., is to take the place of MR. C. A. BIRTCHNELL, C.B., as British Member of the Council of the European Central Inland Transport Organization. Mr. Birtchnell has returned to the Ministry of Transport, Berkeley Square, where he has taken charge of the Road and Rail Traffic Divisions, whilst MR. G. F. STEDMAN has taken Mr. Tolerton's place in charge of the three Highways Divisions.

MR. C. G. GRIFFIN has resigned his directorships of Vauxhall Motors, Ltd., Frigidaire, Ltd.' A.C. Sphinx Sparking Plug Co., Ltd., Delco Remy and Hyatt, Ltd., and General Motors, after an association of 26 years with these companies. He will, however, actively pursue his long personal study of the public demand for motor service and one of his chief interests will be the car-parking problem. He has recently returned to England after an extended visit to the United States and Canada.

THORNYCROFT PROFIT-UP

IN the year ended July 31 last, John

Thornycroft and Co., Ltd., made a net profit, after providing for taxation, of £143,949, against £127,989 a year earlier. The iSum of £101,156 is carried forward, compared with £101,707 brought in. '

It is proposed to pay dividends of 3 per cent. on the cumulative preference shares and 51 per cent. on the participating preferred ordinary shares. Ten per cent, will be paid on the ordinary shares, with a bonus of 5 per cent. All dividends are less tax.

PROVISIONAL-LICENCE HOLDERS EXCUSED TEST

THE Road Traffic (Driving Licences) Bill came up for its second reading in the House of Commons last week. The main object of the Bill was to exempt from the driving test those people who hold or have held war-time provisional driving licences, and who satiSfy certain requirements.

Mr. A. J. Barnes, Minister of Transport, explained that about 1,500,000 civilian drivers, as well as many Service and N.F.S. personnel, received provisional driving licences during the war, and if he had contemplated reimposing the peace-time test on that number, it would have. taken five years to pass them all. The purpose of this small measure was largely to regulate this position. The Bill was committed to a Standing Committee.

ZONE BOUNDARIES TO STAY

AT a meeting of secretaries of chambers of commerce in Central London on November 28, it was decided not to alter the boundaries of the 14 zones in which it is proposed that working hours should be staggered. A suggestion had been made by the St. Marylebone Chamber of Commerce that the zones would be more satisfactory if they were based on borough boundaries. The suggestion Was, however, impracticable.

Representatives of the Ministries of Transport and Labour were present, and the development officer of London Transport presided. It was decided that the Ministry of Transport should convene meetings as soon as possible in all the 14 areas. Group leaders would then be appointed.
