Which of the following most accurately describes the problem?

AN extension of the speed limit up to 30 m.p.h. for livestock vehicles, is being requested by hauliers in the north and a unanimous resolution on the subject has been forwarded by the East Lance Area to the head office of Associated Road Operators. The object is to bring the matter to the attention of the Road Haulage Consultative Committee. Many operators will not benefit from the recent concession in respect of vehicles up to 3 tons unladen weight, but, it is stated, speeding up is essential if the demands of various authorities are to be met.

Under Ministry of Food control, considerable quantities of stock have to be moved from collecting centres to slaughter houses and it frequently occurs that grading and weighing are not completed until the afternoon; nevertheless, the slaughter-house authorities expect deliveries to be made at a reasonable hour. The slackening of the speed restrictions would considerably simplify the operators' problems, particularly during the winter month's.

Excessive waiting time at docks is another matter that has recently received the attention of the A.R.O. East Lanes Area and, in a resolution forwarded to London,. the committee has requested that the appropriate authorities be advised of the position, because a colossal wastage of transport and increases Of costs occur when vehicles are held up for periods from 3 to 56 hours. Pending an improvement it is suggested that in any rates agreement provision shall be made for recompense in respect of waiting time.

Unaccountable delays in the issue of permits for new vehicles have also been engaging the officials of the Association and the area is pressing for strong action by the Road Haulage Consultative Committee.
