Which of the following most accurately describes the problem?

HAVING FOLLOWED with interest the debate surrounding the introduction of the 7.5-tonne weight restriction on the A514 in Derby, why did it come as no surprise to learn that a local councillor who was proactive in its introduction resides on this stretch of road (CM 30 March)?

As with many decisions to introduce local road planning schemes that make no sense at all to the rest of us, inevitably there is an underlying selfish reason by a local authority representative with a 'NIMBY' attitude. They give no thought to the rest of us who have to suffer the inconvenience and additional costs of the detour, not to mention the environmental impact of the pollution it causes.

I'm fairly certain that this local councillor will be one of the first to complain should his supermarket run out of food, his pub run out of beer or his refuse pile up into a rotting heap.
