Which of the following most accurately describes the problem?

• The decision to shelve plans to expand parts of the M25 to 14 lanes has been met with dismay by the haulage industry.

In an unprecedented move, Freight Transport Association director-general David Green has sent a strongly worded letter of protest to the Cabinet.

He warns that the decision will "undermine yet further the credibility of its roads programme", and will leave the industry "high and dry on the vital issue; what will be done to deal with the major congestion problem between junctions 12 and 15 on the M25 and when?"

Bryan Colley, Green's counterpart at the Road Haulage Association, is equally critical. His verdict on the move is that it is "illogical and bad for business".

Tim Minett of Wincanton in Purfleet believes the decision will prolong the agony for his drivers using the motorway. "The government must come up with a strategy to move non-essential traffic off the M25 or give them the alternative of a better public transport system," says Milieu.

But Surrey County Council welcomes the decision.

It is to meet Transport Secretary Dr Brian Mawhinney to urge that the motorway is widened to 10 lanes between junctions 13 and 15 with speed controls.
