licensing authority plans to crack down on operators who persistently break the law, The Driver and Vehicle Licensing Authority for Northern Ireland says repeat offenders could be stripped of their 0-licences.

It has begun detaiied monitoring of 258 operators with poor records -61 of the worst offenders have been sent "final warning" letters.
