Which of the following most accurately describes the problem?

• New regulations covering the disposal of solvents and oils could lead to increased costs and more paperwork for workshops, warns Deb's technical services department.

The Special Waste Regulations, introduced in June, state that any solvent or oil with a flashpoint of 55°C or less is now reclassified as 'special waste'. Workshops disposing of these liquids have to complete Special Waste Transfer Notes which incur a fee and must be copied to the county council and the waste disposal company.

Deb's marketing manager Paul Blount explains: "We work hard to keep people informed about new regulations which will affect their businesses. Workshops should look carefully at the solvent and oil-based products which they are using and make sure that they have accurate flashpoint data. By selecting carefully it may be possible to switch to products with higher flashpoints, which are not subject to the new regulations."
