based TKS warned about allowing someone else to use their Operator's Licence, when they appeared before North Eastern Deputy Licensing Authority H Anthony Richardson.

Partner Terence Stocks said that his brother had originally been employed as a driver. He asked if he could buy his vehicle and they sold it to him. They all operated out of the same yard, carrying for the same customer.

After examining the partnership accounts, and being told that Stocks' brother had his own accountant, Richardson said that it seemed that he was running a separate business so he had to have his own licence.

There seemed to be an idea among operators that once a vehicle was licensed they could sell it to someone else who could use that licence, That was not the case.

DOT vehicle examiner Mark Millard said that though the vehicles were satisfactory, promises to produce inspection records had not been honoured. Stocks said that he had taken the records to the test station on three occasions but Millard had not been there.

Taking no action, Richardson said that it had taken a long time to get hold of the records and that had led to suspicions.
