Which of the following most accurately describes the problem?

• At a time when road haulage operators are preoccupied with the business of obtaining French permits, Novatrans (Europe) Ltd has intimated that as from January 1 it will have 100 Kangourou semi-trailers operating on road/rail between Britain and Europe. Mr J. P. Bazenet, md of Novatrans, explained that operators using the system could lease trailers for one journey up to an annual contract and that they would not experience difficulty in obtaining road/rail permits. Arrangements have been made with the Department of the Environment for Novatrans to obtain permits on behalf of its customers.

There has been criticism in the past that the Kangourou system did not operate to the printed timetable and Mr Bazenet agreed that they had experienced delays at the Italian border. He claimed that these had been overcome when the company introduced the Transit, Communantaire system wherein agents are used to speed up customs clearance.

The company is to engage agents at all ports of entry and it will use Novatrans agents at all Continental rail terminals. In addition to accepting responsibility for load docu mentation, Novatrans is offering full CMR insurance facilities either for one trip or on an annual account.

It is understood that three companies, one each from Britain, Holland and France, have been asked to quote for the semi-trailers and that the French company is likely to be successful. Mr Bazenet said that the French specification would provide trailers with almost twice the life of the other two competitors.
