Which of the following most accurately describes the problem?

BECAUSE of the city council's alleged inability to provide a reliable transport system, the 10,000 members of Coventry Ratepayers' Federation are being asked to support an appeal to the Licensing Authority to take away the council's licence to run the city's bus services.

Instead, it is proposed that the exclusive right to run the bus services should be granted "to some other organization which could provide the service required."

After the meeting, last week, at which this decision was taken, officials of the Federation said the council's "incompetence" on the transport side was shown by the series of disputes which led to the resignation earlier this month of two Labour members of the transport committee, including the chairman.

The most recent dispute, a threeweek ban on overtime which dislocated peak-period services, was settled last month when the transport committee agreed to wage concessions.

Previously the busmen's claims for extra pay had been rejected by the National Joint Industrial Council for the municipal passenger transport industry.

A Conservative member of the committee, who resigned with the two Labour members, claimed that a Labour " steam roller" vote had forced the committee to sacrifiee their principles.
