Which of the following most accurately describes the problem?

TEMPORARY arrangements have I been made to overcome the transport difficulties being experienced by Liverpool furniture manufacturers. As reported in The Commercial Motor on October 22, it had been alleged that denationalization had made the situation worse.

Complaints were lodged with British Road Services by the Merseyside and District Furniture Manufacturers' Association, and there should now be no difficulties in the interim period until local carriers receive licences to carry new furniture, it is understood. It appears that B.R.S. did not consult the Association before ending a new-furniture transport facility.
