Which of the following most accurately describes the problem?

shortages only 3% of UK transport companies are recruiting drivers from the 10 new members of the European Union.

Research that was commissioned by recruitment specialist Manpower shows that this figure is less than half the average recorded by UK employers.

When the EU expanded a year ago foreign drivers were expected to fill many driver vacancies in the UK because our pay rates are higher than their home markets.

But the research, conducted among 2,100 companies by NOP, indicates that the construction industry is most likely to employ people from the new member states such as Poland, Hungary and the Czech Republic.

Manpower spokeswoman Ruth Hounslow says EU expansion allowed people more freedom to find work, but she adds: "Our research shows the number of such workers from the new member states engaged in work in the UK today is limited."

Separate research conducted among Manpower's 300-strong network of UK recruitment offices shows driving jobs account for an increasing proportion of the vacancies filled by jobseekers from the new EU states.

A year ago, driving accounted for 1% of the total, com pared with 4% this year.
