Which of the following most accurately describes the problem?

• At a sitting at Cockermouth, Cumberland, the Northern LA heard complaints against Castle Hill Garage, Haltwhistle, relating to vehicle maintenance and the recording of defects and repairs. The chairman, Mr J. A. T. Hanlon, told Mr Robert Elliot, proprietor of the Castle Hill Garage, that he had seriously considered taking away the operator's licence. He had, however, decided to delete from the licence four of six vehicles and two of four trailers. After Mr T. H. Campbell Wardlaw, for Mr Elliot, had protested that it would be difficult to operate with only two trailers, Mr Hanlon said that the two trailers would be restored after a month. Mr Elliot said that during 12 months he had spent £4500 on repairs and maintenance, and was keeping a daily record of documented maintenance, and he considered that his house was now in order.
