Which of the following most accurately describes the problem?

I NSISTENCE on the claim to a favourable settlement of the queation Of affiliation was stressed at a further conference of provincial associations' representatives,' tailed' for discussion of the Perry scheme to unify road transport operators' associations, held last week at Sheffield. The conference, attended by representatives of Associations in Yorkshire, Lancashire, Lincolnshire and Leicestershire, was under the chairmanship of Mr. E. P. Shaw, vice-president of the -Sheffield and South Yorkshire Hauliers' Association.

Satisfaction was expressed that the previous conference, at Sheffield in March, had had the effect of eliciting information not previously available, concerning the application of the Perry scheme. • With reference to the draft agree men t for the merger of associations, the conference adopted a resolution expressing the opinion that the draft submitted did not provide a sufficient guarantee for the. status and requirements of provincial associations.

• Following examination of the draft memoranda and articles of association of the National Road Transport Federation and the Road Haulage Association, it was agreed to defer a. decision pending furthr developments.

Meanwhile,. however, .the delegates adopted a resolution which voiced opposition to the sinking of their association? identities for the purpose of carrying out the Perry scheme, but expressed willingness to accept affiliation under the scheme as provided for in a clause of the draft memorandum and articles of association of the R.H.A.

Delegates emphasized the desirability of unification of associations, hat it was felt that the associations represented' at the .conference should not 'proceed with participation' in the Parry sCheme 'until the.question of affiliation had been lavourably'settled.
