Which of the following most accurately describes the problem?

A SSURANCE of the ultimate success of the proposed Institute of Road Transport Engineers was well afforded at the luncheOnconference, held last Friday, and attended by some 200 potential members and representatives of all the branches of the industry interested, including vehicle and component manufacturers, specialist repairers, and the Services. There were also present several important officials connected ' with Ministries.

A .report of the proceedings appears elsewhere in this issue, and it will be seen from this, and the remarks made by various speakers, that the reception of this first public ventilation of the scheme was most enthusiastic, whilst since the meeting we have received many congratulations, verbally and by letter, all of which goes to provide proof that the need for this new body is thoroughly appreciated.

The next tasks rest with the committee of 15 which was appointed;. and one of its first duties will be to take advantage of the licence which was given it to co-opt further committee men to the limit of 25, sanction for which was granted; most of these additional members will be in the provinces. Then will probably follow the forming of a working committee, which will be able to report .direct to those members within reasonable distance, and by mail to others who are more distant.

The main business will be the preparation of the draft memorandum and articles of association for submission to the Board of Trade. This will take some little time and will naturally involve the services of a Solicitor, and we, therefore, ask those who have already expressed their wish to join, to be patient. At the same time, the committee will most cordially welcome applications from others who are interested, and especially from road-transport engineers in areas other than the Metropolis, who would be prepared to assist in the formation of what would certainly appear to be a body possessing great possibilities of considerable value to the whole industry.

It Was particularly noticeable that there was not a single discordant note in the proceedings at the conference. All inesent seemed quite convinced of the need for the good services which could be given by such a representative body as that which is now in process of formation.

The approval expressed, publicly and otherwise, by the manufacturing element represented was well exemplified by the fact that several offered to assist progress by contributing to the funds, but whilst such offers are greatly appreciated, as indicating more than ordinary interest, it was explained that it would be advisable, from the commencement, for the proposed Institute to stand on its own feet. By so doing, it will be removed from any extraneous influences. We do not, of course, suggest or believe that the generous gestures made resulted from any such 'ulterior motive, but that they sprang from an enthusiasin which is most encouraging to those who will be engaged, in following up this initial success by bringing the project to fruition.
