Which of the following most accurately describes the problem?

• To avoid a tremendous pile-up of test applications, and the need to provide extra facilities, in the third year of the heavy goods vehicle driving licence scheme, the DoE is advising drivers to take their hgv tests early.

The problem arises because even newcomers to hgv driving do not need to obtain an hgv licence until their current ordinary class 1 driving licence (if held on February 2 1970) expires; and experience in the first year of the scheme showed that drivers leave their application for test as late as possible.

There is a danger, warns the DoE, that drivers who delay applying for a test, and then fail, may have their normal driving licence expire before they can take (and pass) the test again. Already the DoE is planning for a higher demand for tests this year and next.

Although drivers cannot apply for their hgv licence more than six months before their ordinary licence expires, they can take the hgv test, and a pass certificate remains valid for five years.

The Department estimates that unless drivers get in their test applications early, the 27,000 hgv tests (including retests) taken in 1970 will be succeeded by 80,000 this year and 130,000 in 1972. So the DoE has issued the following pleas:—

To those already driving hgv who will have to take tests: "Take your test some months before you need your hgv driver's licence—even if you do not have to apply for an hgv driver's licence until 1972 you would be well advised to take your test a! much as a year beforehand."

To newcomers to the driving of hgv is 1971 and 1972: "Take your hgv driving ten straight away, irrespective of the date a expiry of the ordinary driving licence yoi held on February 2 1970."
