A ONE-VEHICLE Contract A licence rA to carry solid fuel for Keith Jenkins, fuel distributors, of Coventry, to run for one year, was granted to Mr. Albert Bailey, of Whitnash, Leamington Spa, at Birmingham last Friday. Mr. Bailey was said to have sold a contract without transferring the licence for the vehicle concerned.

The West Midland deputy Licensing Authority, Mr. R. Hall, told Mr. Bailey that he had been called ' before him to explain his intentions. Mr. Hall said that the previous contract with another firm of fuel distributors, Maurice James, started in April last year and should have run until 1968. But Mr. Bailey had sold the contract to Mr. William Evan Thomas without transferring the licence. Consequently Mr. Thomas had been prosecuted for unauthorized use of the vehicle and Mr. Bailey for aiding and abetting.

The deputy L.A. described the new contract, which guaranteed the applicant a monthly payment of £200, as rather optimistic. Mr. Bailey said he would be carrying bulk coal from pits in Lincolnshire, Nottinghamshire and Warwickshire; he was unable to say how big Mr. Jenkins' business was, or how many people he employed.

Asked what he would do if a contract licence was not granted, Mr. Bailey said

that he would have to apply for a C•hire licence, hut preferred being his own

boss. Granting the &en& Mr. Hall told the applicant :" If you iplay the game according to the rules the licence will be extended next year."
